Requires the state auditor to conduct a comprehensive management, financial, construction, personnel, and academic audit of the University of Hawaii system to determine efficiency relative to its size.

Directs the auditor to recommend whether separating community colleges and four-year universities into different systems would increase institutional efficiency.

Auditor must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2017 regular session convenes.
