Requires organized research units at the University of Hawaii to achieve a 5-to-1 ratio of extramural funds to state moneys within three years of the effective date and maintain that ratio thereafter.

Defines organized research units to include the Institute for Astronomy, University of Hawaii Cancer Center, Hawaii Institute of Geophysics and Planetology, Hawaii Institute of Marine Biology, Hawaii Natural Energy Institute, Pacific Biosciences Research Center, Water Resources Research Center, Sea Grant College Program, Center on Aging, and John A. Burns School of Medicine.

Authorizes the University of Hawaii to impose conditions to achieve the funding ratio, including capping faculty salaries using the NIH Executive Level II standard, funding salaries proportionally to teaching load or grant effort, or using a three-year declining state funding model (100%, 50%, then 25%).

Requires the Board of Regents to review proposed financial plans before establishing new organized research units and to report on any unit failing to meet the funding requirements.

Mandates annual reports to the legislature detailing funding sources, faculty classifications, operating costs, administrative overhead allocations, and comprehensive plans for achieving the funding requirements.
