• Department of Labor and Industrial Relations must establish a stipend program for unemployed persons enrolled in department-approved employment training programs, effective January 1, 2017.

• Hawaii Public Housing Authority must establish a dwelling insurance program for landlords renting property to Section 8 tenants, beginning January 1, 2017, to address shortage of affordable rental housing.
