H.B. 1649 - Judiciary Supplemental Appropriations Act of 2016

• Amends Act 138, Session Laws of Hawaii 2015, to increase general obligation bond authorization for capital improvement projects from $55,000,000 to $68,684,000 for the fiscal biennium July 1, 2015 - June 30, 2017.

• Appropriates supplemental operating funds to the judiciary for fiscal year 2016-2017, including increases to Courts of Appeal, First Circuit, Second Circuit, Third Circuit, Fifth Circuit, and Administration programs.

• Authorizes seven capital improvement projects totaling $13,684,000, including construction of new Kona Judiciary Complex ($5,905,000), Kaahumanu Hale fire alarm and elevator systems upgrade ($5,905,000), and statewide judiciary facilities improvements ($3,000,000).

• Mandates $2,159,632 from administration funds for fiscal year 2016-2017 to purchase service contracts for civil legal services for low- and moderate-income persons, with reporting requirements to the legislature by February 1, 2017.

• Grants the chief justice authority to correct manifest clerical, typographical, or mechanical errors in the Act with reporting at the next regular legislative session.
