Adds law enforcement agencies to the list of entities permitted to access the juvenile justice information system for law enforcement purposes including employment decisions and prosecution of cases.

Allows police to review firearms applicants' juvenile records when deciding whether to issue permits and enables prosecutors to review defendants' juvenile backgrounds for charging decisions.

Clarifies that law enforcement agencies can access statewide juvenile records through the juvenile justice information system, which they were previously unable to do despite maintaining their own records.

Limits law enforcement access to information needed for law enforcement administration and employment purposes, and for initiating and litigating adversarial prosecutions.

Effective upon approval with no retroactive application to rights, duties, penalties, or proceedings that existed before the effective date.
