Requires voter registration affidavit to be included as part of applications for driver's licenses and civil identification cards.

Prevents processing of driver's license or civil identification card applications until applicant either applies to register to vote or affirmatively declines registration.

Mandates examiner of drivers electronically transmit applicant information to office of elections in real time, including name, date of birth, address, signature, and citizenship attestation, for those who do not decline voter registration.

Allows automatic updating of existing voter registration records when applicant applies for or renews driver's license or civil identification card.

Grants election officials electronic access to driver's license and civil identification card databases maintained by counties and department of transportation for voter registration processing and verification purposes.

Takes effect July 1, 2030.
