Implement elections by mail beginning with the 2018 primary election in counties with populations under 100,000, and statewide for all elections beginning with the 2020 primary election.

Establish mail-in ballot procedures including ballot packages with pre-paid postage, secrecy envelopes, replacement ballot requests, and deficiency cure processes allowing five business days after election day.

Require voter service centers open from ten days before through election day and places of deposit for ballot return, with voter service centers providing services for disabled voters, voter registration, and absentee ballot receipt.

Allow permanent absentee voters to request temporary ballot forwarding to alternative addresses for single elections or primary/general election pairs, and permit electronic transmission of ballots under certain emergency circumstances.

Divide election expenses between state and counties based on offices on ballot, with state responsible for ballot printing and counting in combined elections, and counties responsible for voter registration and ballot mailing and receipt.
