Expands eligibility for electronic ballot transmission to voters who need replacement ballots within five days of an election or cannot otherwise return a properly issued ballot by poll closing time.

Allows voters to return electronically transmitted ballots via electronic transmission or mail, provided they arrive by close of polls on election day, with only the first non-spoiled ballot counted if multiple are received for the same election.
