Requires the University of Hawaii Board of Regents to adopt administrative rules describing the method for determining sufficient fees for lease rent on Mauna Kea lands.

Mandates that lease rent fees ensure a fair rate of return considering: administrative costs of management plans, compensation for loss of land use, compensation for loss of access, costs of mitigating environmental degradation, and impacts on Native Hawaiian rights, wildlife habitat, and ecosystem health.

Requires the Board of Regents to hold an open public meeting at least 30 days before entering into any lease agreement, with notice including lease area description, proposed fee, and written explanation of how the fee was determined.

Requires all fees for lease rent to be deposited into the Mauna Kea lands management special fund and mandates a written statement describing how fee-setting factors were considered in determining the fair rate of return.
