Creates a new income withholding system for restitution orders, requiring courts to allow 90 days for payment before issuing withholding orders of at least $30 per month from defendant's wages.

Establishes that income withholding orders for restitution have priority over garnishments and other income withholding orders, except for family support orders under chapters 580 and 584.

Adds court-ordered restitution to the definition of "debt" subject to tax refund interception and other debt collection remedies under Hawaii's tax intercept program.

Allows crime victims to access defendant's adult probation records limited to payment compliance information, including amounts paid, payment dates, and remaining unpaid balance.

Appropriates funds for fiscal year 2016-2017 to hire judiciary staff (social workers, clerks, and accountants) across multiple circuit courts to administer the restitution collection program.
