Increases supplemental per diem payment for witnesses from other Hawaii islands who are required to stay overnight from $90 to $145 per twenty-four-hour day under Section 621-7(a)(2).

Maintains existing provisions for witnesses to receive actual round-trip plane travel costs plus reasonable mileage fees for travel to nearest airport.

Addresses economic barriers that discourage out-of-state witnesses from pursuing charges by ensuring per diem amounts better reflect actual costs of lodging and food expenses in Hawaii.

Takes effect upon approval with no retroactive application to proceedings begun before the effective date.
