Amends the definition of "pen register" to include cellular networks and electronic devices, expanding coverage beyond traditional telephone lines.

Updates pen register orders to specify "cellular telephone, or electronic device or service" instead of just "telephone line" in three locations within Hawaii Revised Statutes Section 803-44.6.

Clarifies that pen registers can identify numbers dialed or transmitted on cellular networks and numbers devices use to connect to wire or electronic communications services.

Requires court orders to direct providers not to disclose the existence of pen registers or investigations to subscribers or other persons unless ordered by the court.

Takes effect on July 1, 2112.
