Appropriates funds to the Department of Education to establish and maintain an alternative school in the Leeward school district of Oahu, modeled after the High Core program in the Central school district.

Appropriates funds to the Department of Education to establish and maintain an alternative school in the Honolulu school district of Oahu, modeled after the High Core program in the Central school district.

Both alternative schools shall serve at-risk secondary students referred by their home schools and offer full-time, before-school, after-school, and twilight school programs.

Students eligible for alternative school placement include those with 10+ unauthorized absences, academic failure in 2+ courses, 3+ disciplinary referrals, grade-level retention, current juvenile justice system involvement, or other at-risk factors.

Applicable expenses include utilities, curriculum, equipment, supplies, and staff hiring; appropriations are for fiscal year 2016-2017 and take effect July 1, 2016.
