Expands the definition of "peer review" to include reviews conducted by public accountancy licensees from any state, not just Hawaii-licensed accountants.

Extends deadlines for filing peer review compliance reporting forms and appealing "pass with deficiency" or "fail" ratings from 10 days to 30 calendar days.

Adds new subsections to section 466-42 allowing peer review oversight committee members to receive reimbursement for necessary expenses and providing civil liability protection for committee members acting in their official capacity.

Defines "Hawaii attest work" as attest services provided to Hawaii residents, entities domiciled or operating in Hawaii, or subsidiaries with physical presence in Hawaii that have separate financial statements.

Effective July 1, 2016.
