Increases the Board of Agriculture from ten to eleven total members by adding one member who must be a resident of the City and County of Honolulu.

Reduces the number of at-large members on the board from four to three to accommodate the new Honolulu resident position.

Renumbers the remaining board positions accordingly: county representatives from Hawaii, Maui, and Kauai remain unchanged, and the three ex officio members (BLNR chairperson, DBEDT director, and UH College of Tropical Agriculture dean) continue to serve as voting members.

Maintains the requirement that the majority of board members come from the agricultural community or agricultural support sector.

Takes effect on January 20, 2050.
