Adds the Natural Energy Laboratory of Hawaii Authority operations to the list of exemptions from competitive bidding requirements for concessions or space on public property under Hawaii Revised Statutes section 102-2(b).

Exemption allows the authority to operate concessions and use public property space without the standard bidding process required for other entities.

Effective date is July 1, 2016, with provisions that this amendment will not be repealed when section 102-2 is reenacted on June 30, 2021.
