Requires University of Hawaii to submit proposed legislation to the legislature for any salary offered to a university employee that equals or exceeds twice the governor's salary, with submission deadline of 20 days before the next regular session.

Allows the legislature to disapprove such proposed salaries by either a two-thirds vote in one chamber or a majority vote in both chambers.

Prohibits salaries at or above twice the governor's salary from taking effect if disapproved by the legislature; salaries take effect upon adjournment sine die if not disapproved.

Requires the Board of Regents to submit an annual report listing all executive, managerial, and faculty salaries, and detailed information about any employee whose combined compensation exceeds the governor's salary, including job title, hire date, total benefits, and termination conditions.

Takes effect on July 1, 2091.
