Amends Section 572-5, Hawaii Revised Statutes to redirect funds from marriage license fees to support family court judge training on domestic violence and child abuse.

Reduces agent compensation from $9 to $7 per marriage license and increases remittance to the director of health from $51 to $53.

Increases deposits to the spouse and child abuse special account under Section 601-3.6 from $4.50 to $6.50 per license issued.

Designates $2 from each marriage license fee to provide family court judges with training on domestic violence or child abuse conducted by trainers with hands-on field experience.

Effective date: July 1, 2016.
