Requires the Insurance Commissioner and health insurers, mutual benefit societies, and health maintenance organizations to publicly disclose rate increase information for 60 days before implementation on their respective internet websites in plain language.

Mandates disclosure of justifications for rate increases including all supporting documentation and information.

Requires disclosure of the insurer's overall annual medical trend factor assumptions and actual costs broken down by aggregate benefit categories (hospital inpatient, hospital outpatient, physician services, prescription drugs, ancillary services, laboratory, and radiology).

Requires disclosure of projected trend amounts attributable to service use, price inflation, and fees; insurers with exclusively contracted relationships with two or fewer medical groups must instead disclose actual trend experience from the prior contract year.

Takes effect July 1, 2070.
