Authorizes the Hawaii Medical Board to issue a visiting sports physician temporary license to physicians and osteopathic physicians not licensed in Hawaii to provide medical care to sports team members and coaching staff during specific sporting events.

Visiting sports physician temporary licenses are valid for a maximum of 30 days and must cover the period of the sporting event for which they are issued.

Applicants must submit applications at least 30 days in advance (waivable for good cause), prove current licensure in another state or country, and provide a written agreement with a sanctioned sports team or professional athletic association.

License holders are restricted from providing care to Hawaii residents outside the sports team context, practicing at health care facilities, or establishing a medical practice beyond the scope of the temporary license.

Requires the Hawaii State Auditor to conduct a study by 20 days before the 2017 legislative session to determine whether visiting sports physician licensure is necessary and to evaluate alternative regulatory approaches.
