Transfers director appointment power from the governor to the commission, with the director serving at the commission's pleasure.

Expands the commission's role from advisory to directive, including directing the office on educational needs, quality improvements, and program coordination.

Adds authority for the commission to appoint and dismiss the director of the executive office on early learning.

Effective date: July 1, 2016.
