Requires the department of public safety to construct a multi-story correctional facility at the Halawa correctional facility to replace the existing Oahu community correctional center (OCCC).

New facility must house at least 1,500 inmates and accommodate inmates and services currently housed at the OCCC.

Authorizes the department of public safety to enter into public-private partnerships for planning, design, and construction of the new facility.

Requires the director of public safety to commission a feasibility study on redeveloping the current OCCC land in Kalihi, including private-sector partnerships and potential sale or long-term lease options to generate revenue for the State and city and county of Honolulu.

Appropriates funds from general revenues for fiscal year 2016-2017 for construction of the new correctional facility and the feasibility study, with results due to the legislature by 20 days before the 2017 regular session.
