• Center would serve homeless individuals, former inmates, Compact of Free Association citizens, immigrants, and veterans by providing transitional housing assistance, literacy training, computer skills, job search support, and social services referrals.

• Center would also offer basic educational opportunities for children and adults in a supportive environment.
