Removes the Transportation use special fund (section 261D-1) from the list of exempt special funds in Hawaii Revised Statutes section 36-30, renumbering remaining exemptions accordingly.

Repeals Chapter 261D entirely and amends section 261-5 to redirect all transportation use special fund revenues to the airport revenue fund instead.

Abolishes three department of transportation trust accounts and special funds: the Amtrak trust account (1998), Hurricane Iniki insurance proceeds special fund (1997), and deposits-plans and specifications trust account (1988).

Transfers all unencumbered balances from abolished funds to the general fund, with remaining balances lapsing to the general fund on June 30, 2015.

Effective July 1, 2050, with amendments to section 36-30 to survive statutory reenactment on June 30, 2015 and December 31, 2015.
