Requires electric utilities using time-of-use rate structures to provide credits to eligible customer-generators for any net electricity produced during peak hours of usage.

Credits shall be determined by the Public Utilities Commission, which is directed to effectuate the intent of this requirement.

Applies to customers with grid-tied renewable energy systems and battery backup who export excess stored renewable energy during peak demand hours.

Aims to incentivize distributed energy storage investment and renewable energy consumption to support Hawaii's clean energy goals.

Becomes effective July 1, 2050.
