Amends Section 200-10, Hawaii Revised Statutes, to establish procedures for renewal of commercial permits for small boat harbors operated by the Department of Land and Natural Resources.

Requires the department to review permit renewal applications submitted at least 60 days before expiration and issue a decision within 30 days, either renewing the permit or notifying the applicant of reasons for nonrenewal.

Grants applicants 30 days to submit amended applications if initial applications are incomplete, with the department required to make a final renewal decision within 30 days of receiving the amended application.

Provides a 30-day automatic grace period for permit holders who fail to timely obtain renewal, extending from the original permit expiration date.

Makes minor grammatical changes to existing permit transfer provisions, including clarifying language regarding controlled group transfers and minimum revenue requirements.
