Removes requirement that agricultural lands be fenced, enclosed, or display "Private Property" signs for criminal trespass charges to apply; trespass on agricultural lands now requires only lack of owner permission.

Persons convicted of theft involving soil or agricultural products must reimburse the property owner for both the value of the stolen material and the cost of replacing or replanting it.

Expands definition of "soil" in theft statutes to include rock, gravel, sand, and other solid or semi-solid growing mediums.

Maintains existing trespass protections for commercial premises, unimproved/unused lands, and public/state low-income housing projects with their respective notice requirements.

Effective upon approval; does not affect rights, duties, or proceedings that existed before the law takes effect.
