Grants public charter schools the right of first refusal to use Department of Education school athletic facilities within their complex area, provided the use does not interfere with department school activities.

Requires department school principals to distribute schedules to charter schools at least 10 days before each school semester showing all available times and dates for athletic facility use, with updates made throughout the semester as needed.

When multiple charter schools request the same athletic facility time and date, priority is given to the application submitted first.

Allows charter schools to appeal a principal's denial of a facility use application to the complex area superintendent, who must render a final decision before the planned activity date if possible.

Takes effect July 1, 2050.
