Requires any person harvesting forest products for commercial purposes from forest reserves or private land in conservation districts to obtain a commercial forestry license from the Department of Land and Natural Resources.

Exempts native Hawaiian gathering rights and traditional cultural practices authorized by law or permitted under Article XII, Section 7 of the Hawaii Constitution.

Mandates commercial forestry licensees submit monthly reports to DLNR detailing harvested forest products, sales, harvest locations, purchaser identities, and other required information.

Requires commercial forest product dealers to obtain licenses, issue duplicate receipts for all transactions, maintain records for 12 months, and provide transaction details to DLNR upon demand.

Establishes misdemeanor penalties including fines of not less than the forest product's value at point of sale, with fines non-suspendable or waivable; effective July 1, 2016.
