Amends Section 174C-31 of Hawaii Revised Statutes to add a new objective to the Hawaii water plan.

Requires utilization of reclaimed water for non-potable uses in 100 percent of state and county facilities by December 31, 2045.

Reclaimed water must be used for purposes other than drinking water and potable water needs.

Establishes this objective as the sixth goal of the Hawaii water plan, alongside existing goals for water conservation, development, quality, and resource protection.
