Amends Hawaii Revised Statutes Section 174C-31(d) to require inclusion of storm water management, reuse, reclamation, and remediation plans in the water resource protection plan.

Modifies the water resource protection plan requirements to explicitly address storm water management alongside existing conservation, augmentation, and protection programs.

Requires the commission to coordinate with counties and the Department of Health when formulating integrated water protection, conservation, and management programs for each county.

Adds commas to clarify that the commission must coordinate with both counties and the Department of Health in developing water resource protection and water quality plans.

Takes effect upon approval.
