Creates a new registration system for mopeds administered by the director of finance, requiring annual registration fees of $27 per year and issuance of number plates and tags or emblems.

Establishes moped registration on a staggered basis as agreed upon by counties' directors of finance, with registration to be completed by December 31, 2017.

Removes mopeds from the bicycle registration provision in Section 249-14 and instead establishes separate registration requirements with number plates displayed on the rear of the moped.

Requires mopeds to undergo annual safety inspections and obtain certificates of inspection before operation on public highways, similar to requirements for commercial vehicles.

Increases penalties for seized unregistered mopeds from $1 to $25 and establishes provisions for duplicate license plates, tags, and certificates of registration for lost or damaged moped documentation.
