Requires all nurse licensure applicants beginning July 1, 2017, to submit electronic fingerprints for federal and state criminal history record checks through the Hawaii criminal justice data center as a condition of licensure.

Requires all nurse license renewal and reactivation applicants beginning July 1, 2019, to submit electronic fingerprints for criminal history record checks, with applicants bearing the cost of fingerprint processing.

Authorizes the Board of Nursing to conduct background investigations of applicants and request criminal history records of all qualified applicants for licensure, renewal, reactivation, and restoration.

Requires the Board of Nursing to request criminal history records from all licensees issued licenses prior to July 1, 2017, no later than July 1, 2023.

Amends section 846-2.7 to add nurse licensure applicants and licensees to the list of individuals subject to criminal history record checks conducted by the Department of Commerce and Consumer Affairs.
