Requires health insurers to pay clean claims within 30 days (written) or 15 days (electronic) to all providers, including those serving Medicaid patients.

Removes the exemption that previously excluded Medicaid claims, self-insured employer group claims, and certain other claims from the clean claims payment requirements.

Applies 15% annual interest penalty on unpaid claims that exceed the applicable payment timeframes.

Exempts only Medicare, Medigap, and other federally financed plans (excluding Medicaid) from clean claims requirements.

Takes effect July 1, 2112.
