Amends Hawaii Revised Statutes Section 708-835.5 to add deer to the list of animals covered under the theft of livestock offense.

Expands the definition of livestock theft to include live deer, deer carcasses, or deer meat when possessed unlawfully on enclosed or fenced premises.

Applies the same theft of livestock penalties to deer as currently apply to bovine, equine, swine, sheep, and goat species.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the Act's effective date.
