Requires the Department of Health to submit annual written reports to the Legislature no later than 20 days before each regular session on the status of child death reviews, including total number of child deaths in Hawaii, causes of death, and number of deaths of children in state custody.

Requires the Department of Health to submit annual written reports to the Legislature on maternal death reviews, including total number of deaths of women while pregnant or within one year after pregnancy, causes of death, and whether causes were pregnancy-related.

Mandates the Department of Health to submit copies of any other child and maternal death review reports published by the department to the Legislature upon publication.

Appropriates general revenues to the Department of Health for fiscal year 2016-2017 to conduct child death reviews under Hawaii Revised Statutes chapter 321, part XXVII, and to implement a maternal death review program (specific dollar amount left blank in bill text).

Reactivates child death review requirements that have been inactive since 2011 and establishes new maternal death review program to identify risk factors and prevent future deaths.
