Establishes the R.E.A.C.H. (Resources for Enrichment, Athletics, Culture, and Health) program within the Office of Youth Services to provide standardized framework and funding for after-school programs in public middle and intermediate schools statewide.

Authorizes the Office of Youth Services to provide funding, enter into contracts, establish selection criteria, monitor programs, conduct site evaluations, and ensure contractual compliance for after-school programming.

Empowers the Office of Youth Services to establish program requirements and collect participation fees or other charges from program participants to offset administrative and operational costs.

Requires annual legislative reporting on R.E.A.C.H. program implementation, including information on grants awarded, fee assessment plans, and efforts to secure non-state funding for program sustainability.

Defines "public middle schools" as all academic and noncollege-type middle and intermediate schools operated by the Department of Education, including charter schools governed by chapter 302D.
