HI HB1800

Requires the University of Hawaii to expend all appropriated funds for the specific purposes described in the general appropriations act, supplemental appropriations act, budget worksheets, or other appropriations vehicle.

Mandates the University of Hawaii submit a detailed report to the legislature no later than twenty days before the next regular session if funds are not fully expended for their intended purpose or are spent differently than authorized.

Requires the report to explain why funds were not expended as intended or describe how funds actually released by the governor or director of finance were spent on the corresponding program.

Establishes that any unexpended appropriated funds, plus related recurring appropriations, must be returned to the general fund during the fiscal year following the submission of a nonconformity report.

Effective date: July 1, 2525.
