Establishes the Office of Self-Governance Oversight within the Department of the Attorney General, headed by a "condominium czar" appointed by the attorney general in consultation with the director of commerce and consumer affairs.

Condominium czar investigates disputes between unit owners and condominium boards/associations upon filing of an intervention affidavit, issues advisory opinions, and may impose fines up to $1,000 for false filings or submissions.

Unit owners must first provide written notice to the board via certified mail and demonstrate reasonable efforts to resolve disputes before filing intervention affidavits with the office.

Establishes a special fund for the office of self-governance oversight, funded through legislative appropriations, gifts, donations, grants, and administrative penalties collected under condominium law.

Requires all new board members to complete a condominium education class within three months of acceptance and file annual financial disclosure forms with the office; directs legislative reference bureau to study the office's effects by 2017.
