Authorizes state and county employees who are reserve and national guard members to use unused military leave for monthly inactive-duty training.

State employees are entitled to 15 days of annual paid military leave for active duty and instruction; this bill allows unused days to be applied to inactive-duty training.

Aligns Hawaii state law with federal law (Title 5 U.S. Code section 6323), which already permits federal employees to use remaining military leave for inactive-duty training.

Amends Hawaii Revised Statutes section 78-16.5 to explicitly include "inactive-duty training" alongside active duty and field maneuvers as qualifying periods for paid military leave.

Effective date: July 1, 2016.
