Removes the exemption for expenses related to preparing written testimony and exhibits for legislative or administrative hearings from the definition of "expenditure" under lobbying disclosure requirements.

Requires lobbyists to report all lobbying expenditures rather than only those exceeding $750 during the statement period.

Maintains existing disclosure requirements for daily expenditures of $25 or more to specific individuals and aggregate expenditures of $150 or more per recipient.

Requires itemization of all reported expenditures by category including compensation to lobbyists, consulting fees, media advertising, meals, gifts, loans, and other disbursements.

Takes effect July 1, 2030.
