Establishes an Elderly Working Group within the Department of Health to develop a strategic plan addressing four health care issues for Hawaii's seniors: palliative care, hospice care, advance directives, and end-of-life options.

Working group consists of 12 members including the Director of Health (chairperson), state executive office on aging director, healthcare professionals with geriatric expertise, nurses specializing in palliative/hospice care, and family survivors of patients who received end-of-life care.

Group shall meet quarterly, review best practices from other states, and submit interim findings to the legislature by January 1, 2017, and final strategic plan by January 1, 2018.

Working group terminates on January 1, 2018 after submitting its final report with recommendations and proposed legislation regarding senior health care.

Members serve without compensation, with any vacancies filled using the original appointment procedures.
