Adds new prohibition in Hawaii law (§134-7(g)) preventing anyone listed on the Federal Bureau of Investigation's Terrorist Screening Database from owning, possessing, or controlling firearms or ammunition.

Disqualification remains in effect until the person is removed from the Terrorist Screening Database or the federal government indicates there is no basis for disqualification.

Requires persons disqualified under this provision to surrender or dispose of all firearms and ammunition in compliance with existing law.

Violation of the terrorist watchlist firearms prohibition is classified as a misdemeanor.

Establishes that inclusion on the watchlist indicates a serious risk to public safety warranting disqualification from firearms ownership, based on data showing watchlist individuals attempted firearm purchases 2,233 times with a 91% success rate.
