Appropriates $460,000 for fiscal year 2016-2017 to fund one full-time position in the Department of Education to provide training and data accountability related to pupil punishment and physical restraint restrictions.

Position will assist with implementing sections 302A-1141, 302A-1141.3, and 302A-1141.4 of the Hawaii Revised Statutes, which establish restrictions on pupil punishment and use of restraints in public schools.

Requires the Department of Education to submit a report to the legislature no later than twenty days before the 2018 regular session detailing implementation progress and expenditure of appropriated funds.

Report must include details on training provided and data accountability measures used to support implementation of the pupil punishment and restraint restrictions.

Effective date is July 1, 2016.
