Requires the State Ethics Commission to render advisory opinions within 30 days of request from legislators, employees, delegates to constitutional convention, or former holders of those positions regarding whether conduct violates the code of ethics.

Allows a 30-day extension of the advisory opinion deadline for good cause.

Deems an advisory opinion rendered if the commission fails to issue one within the required timeframe, with the effect that the conduct does not constitute a violation of the code of ethics.

Makes advisory opinions binding on the commission in subsequent charges against the person who sought the opinion and acted in good faith reliance on it, unless material facts were omitted or misstated in the request.

Takes effect on July 1, 2030.
