Creates a three-year reclassification and recruitment pilot program within the Department of Human Resources Development to expedite hiring for hard-to-fill state positions, beginning July 1, 2016.

Requires each state department to prioritize and submit their hiring needs to the director of human resources development, who will compile statewide priorities and develop recruitment strategies including position reclassification and creation.

Mandates participating departments to submit reports on vacancies filled through the program and those filled through other means, with explanations; the department must compile findings and submit annual recommendations to the legislature by 20 days before the regular sessions of 2017, 2018, 2019, and 2020.

Authorizes the Department of Human Resources Development to hire full-time recruitment and reclassification specialists without regard to civil service requirements under chapters 76 and 89 of Hawaii Revised Statutes for the pilot program duration.

Appropriates funds from general revenues for fiscal year 2016-2017 to hire full-time equivalent recruitment and reclassification specialists within the department.
