Permits Public Utilities Commission commissioners to attend public hearings (except contested case hearings) by teleconference or videoconference when the hearing is held on a different island from the commissioner's residence.

Allows commissioners participating remotely via teleconference or videoconference to be counted as present for quorum and voting purposes.

Requires notice of teleconference or videoconference hearings to specify all physical locations from which commissioners will participate.

Authorizes per diem compensation for commission members who are residents of counties other than Honolulu for days on which actual service is rendered.

Permits a commissioner candidate's island of residence to be used as a qualification criterion when the governor appoints commission members.
