Expands eligibility for water pollution control revolving fund loans to include nonprofit organizations, in addition to existing county and state agencies.

Adds eight new purposes for revolving fund loans including decentralized wastewater systems, stormwater management, watershed projects, water conservation, energy efficiency, wastewater reuse, and security improvements for treatment works.

Removes the 20-year maximum amortization period for loans and replaces it with a flexible requirement that loans be fully amortized by the expiration of their loan term.

Allows the director to hold individual members of nonprofit organizations jointly and severally liable for loan nonpayment or default, notwithstanding nonprofit liability protections under section 414D-85.

Effective date is July 1, 2016.
