Appropriates funds to the Department of Agriculture for fiscal year 2016-2017 to assist the National Wildlife Research Center with research on rose-ringed parakeet impacts on Kauai.

Requires the Department of Agriculture to collaborate with the National Wildlife Research Center to complete its research assessment of negative impacts caused by the rose-ringed parakeet on the island of Kauai.

Directs funding toward development and implementation of an effective control plan to reduce the negative impacts of rose-ringed parakeets on Kauai, including damage to economically important crops like lychee, longan, and rambutan.

Addresses threats posed by the invasive species including agricultural crop damage, potential disease transmission to humans and native wildlife, invasive plant dispersal, and competition with native birds for food and nesting sites.

Takes effect on July 1, 2016.
