Amends Hawaii Revised Statutes Section 84-14(a) to expand conflict of interest prohibitions for state employees to include businesses or undertakings in which a parent, sibling, or emancipated child has a substantial financial interest.

Excludes spousal and minor child financial interests from the new conflict of interest restrictions.

Updates disclosure requirements to apply to department heads unable to disqualify themselves from matters involving the expanded categories of family members' financial interests.

Maintains existing exception for board, commission, or committee members with statutorily mandated qualifications, limiting conflicts to those directly and specifically affecting undertakings related to their particular qualifications.

Takes effect on July 1, 2030.
